The three tasks that generate almost all complaints
Bin movement is first, because wheeling bins across a hard surface at five in the morning carries further than almost anything else a cleaner does. Floor machines are second, particularly in a lobby or car park where the structure transmits sound upward. External blowing or sweeping is third. Between them these account for the large majority of complaints in mixed residential and commercial buildings.
Each has a workable alternative. Bins can be moved later, on softer wheels or by a different route. Machine work can move to a permitted window or to a quieter method. External work can be scheduled mid-morning rather than at dawn. None of these is difficult once the constraint is known, which is the argument for establishing it in the plan rather than after a complaint. What they share is that the fix is a scheduling decision rather than an equipment purchase or an increase in effort, which makes them cheap to resolve once the constraint is written down.
