Deciding which rooms justify a reset
Not every room needs one. The rooms that do are those with genuinely back-to-back bookings, high turnover of different user groups, or a layout that gets rearranged and has to be returned. A room used by the same group all day rarely needs a mid-day intervention. Nominating a specific list, rather than applying resets everywhere, is what keeps the item affordable.
The list should be reviewed each term or quarter, because booking patterns move. A room that was continuously booked last term may be lightly used this one, and a room that was quiet may now be the busiest in the building. Reviewing against the actual booking data, rather than the original assumption, keeps the resets aimed at the rooms that need them. Rooms drop off the list as readily as they join it, which is what keeps the item proportionate.
