The documents that hold up a start date
The predictable ones are a certificate of currency for public liability, workers compensation evidence, worker screening confirmation and safe work documentation for the tasks involved. Most of these exist and can be produced quickly. What causes delay is discovering late that a particular building requires a specific format, a named insured party, or a document that has to be reviewed by someone who is away that week.
The remedy is to ask for the full list at the point of engagement rather than at the point of mobilisation. A contract administrator who provides the requirements up front, including who reviews each item and how long that takes, converts a two-week scramble into a sequence of ordinary tasks. The plan should record that list with a due date beside each entry and a named owner on each side.
